Freedom of Information Act
The Freedom of Information Act stipulates that every citizen has the right to contact any public authority to which the law applies (such as a government office or local authority) and request information (meaning any information that is in the authority and has a "physical" copy - written, printed, photographed, etc.). Without having to explain why the information is requested.
The rule in the law is that the authority must provide the information against payment of a fee, but the law also stipulates exceptions to the rule such as state security, harm to third parties and more, internal correspondence, and other restrictions. In any case of refusal to provide the information, the authority must explain and justify in writing the reason for the refusal.
The law also requires the public authority to publish on its own initiative the rules on which it operates ("administrative guidelines") as well as an annual report once a year.
