According to Amendment No. 11 to the Special Education Law, eligibility for special education services is determined by an Eligibility and Classification Committee (Vaadat Zakaut Ve'ifyun).

The committee, chaired by a Ministry of Education inspector, determines the student’s eligibility, classification, level of functioning, and the scope of support.

Committee members include representatives of the municipality, the Ministry of Education, and the psychological-educational service.

Based on the committee’s decision, the type of educational framework will be determined, subject to parental choice.

The application process to the committee follows the integration and multidisciplinary committees held within educational institutions, under the supervision of the local Support Center (Matya), which has the authority to make decisions regarding eligibility for special education services.

To request a referral to the Eligibility and Classification Committee, parents should contact the special education coordinator in their child’s school or preschool.

Parents of children in daycare who are approaching age three and wish to request special education services, and who already have all required documents, should contact the municipal special education coordinator to request a placement discussion **by March 30th**.
