A shelter is a structure that serves as a place of protection in time of war. The shelter must contain basic equipment, and be prepared and arranged for rapid reception of civilians in an emergency.

Since 1991 all new buildings have been erected with security rooms inside the building.

Shelters in shared apartment buildings are considered common property, and the tenants are responsible for their maintenance.

Throughout Efrat, there are a number of shelters in public areas, and the Council is responsible for their maintenance.
