According to the Youth Care and Supervision Act, welfare officers assist children and youth at risk and take all actions to protect their physical and mental safety.

Mandated Reporting
The obligation to report was enacted in 1989 and is a section of the Penal Code. Pursuant to section 368D of the Penal Code: "If a person has a reasonable basis to think that an offense was recently committed on a minor or helpless individual by the person responsible for him, the person must report it as soon as possible to a social worker appointed by law or police ...".
