We, the employees of the Efrat Local Council, believe that the residents are entitled to a level of service as defined in the service charter that we have formulated and written. We undertake to comply with everything written in the charter.

The Council's service charter was formulated through a procedure of board activity which was intended to establish a concept of service and a culture focused on the resident.

Understanding that our role is to meet the expectations and needs of the residents, we have established uniform service procedures for all Council departments that will lead us all in our work for the public.

We see ourselves as leaders in terms of service quality, professionalism, and maintaining a relationship of trust and a pleasant work atmosphere with residents. Accordingly, we make sure to set a high standard of quality in all areas of Council activity.

As part of our unique vision, the Council, which sees itself as an integral part of the community, and includes a number of principles by which it operates:

Head Office

We in the office of the Head of the Council work to implement the Council's policy while maintaining continuous contact with the residents and with public and state bodies. We believe that the resident is at the center of the treatment, and we make sure that every resident receives the full services to which he is entitled. We believe in coordinating expectations, full transparency, and providing an efficient and quick response to the resident.

We in the Office of the Director General of the Council are responsible for the day-to-day management of the Council's departments according to an annual work plan attached to a budget, prepared by the department heads and enabling ongoing control over the execution of the current tasks and departments. We work in the development and empowerment of the Council's employees as service providers, in making the information accessible to the resident, and in ways to please and streamline the response given by the Council.

Treasurers

We, the treasurers of the Council, support the day-to-day work of the Council departments in financial management, procurement, and regular monitoring of the Council's expenses and income from own and external sources.

Although we do not have direct contact with the residents, we believe that the more efficient and professional our work with the departments, the more we will ensure better service to the residents.

Security

We, the employees of the Security Department, work around the clock all year round to maintain the security of the residents and the community, and to provide a quick and effective response together with all security and emergency officials, and to prepare the Council for dealing with emergencies.

Our department operates as an operational body in all areas of action and provides assistance to emergency and rescue services (police, MDA, fire brigade, and the IDF). We are in charge of the local guard, the security center, the security of the educational institutions, security of events, emergency volunteers and rescue forces, and the many security components in Efrat.

Collections

We, the employees of the Collections Department, are responsible for carrying out a very important task for the functioning of the local system: creating the financial resources and ensuring their availability to finance the operations in Efrat.

We deal with all matters of municipal taxation in Efrat: collection of property taxes, fees, levies, and receipts from various bodies other than government ministries. The department takes care of collecting current debts from residents and entities within the authority, and carries out various enforcement actions. We also handle discounts for those eligible under law and regulations.

Engineering

We, the employees of the Engineering Department, promote and assist in all matters of construction and urban development in Efrat. Additions, adjustments, and upgrades of public buildings and in providing an efficient and fast service to residents' applications for building permits. In addition, we are in charge of overseeing, licensing and enforcing construction and business licensing laws.

Our department consists of professionals in the field of architecture and engineering, which allows for efficient and professional work regarding the development of Efrat.

Education

We, the employees of the Department of Education, believe that "all a child needs is one adult who believes in him” (Rabbi Carlebach), and we work to realize this vision through the existing education systems in Efrat.

The Education Department of the council has a responsibility for designing policy in the field of education and its quality, and a commitment to leading processes in the educational institutions while developing and accompanying the education staff.

 

The education system emphasizes the importance of responding to each student according to his needs and abilities, as stated: "Educate the child according to his way".

Youth Department

We, the youth staff, work to strengthen and empower youth as individuals and groups, to strengthen leadership, a sense of belonging to the community and pride in the community unit, imparting values through complementary education to schools and addressing the needs of youth in the field of leisure culture.

Social Services

We, the employees of the Department of Social Services are committed to the physical well-being of all residents.

We believe that empowering residents is a key goal in our work. We strive to establish an infrastructure of social services in the locality that will address the personal, family, group and community challenges of the residents. It is important for us to provide services that focus on offering preventive solutions so that people can function properly, in addition to providing rehabilitative solutions, in order to break cycles of need and stabilize individuals as independent people. Our work is based on respecting applicants, maintaining accessibility and availability, while allocating adequate time and budget resources. We are in an ongoing process of professional development of the department's employees while constantly thinking about developing creative and innovative ideas for the well-being of the residents.

City Improvement

We, the employees of the City Improvement Department, dedicate our time to improving the appearance of the city, its beauty and cleanliness in order to maintain a high quality of life in Efrat. Our tasks include maintaining the cleanliness and appearance of the locality, maintenancing the locality's infrastructure and public buildings, and ensuring municipal supervision. We, the employees of the Religious Council, dedicate our time and energy to providing a solution for religious services for the residents of Efrat.
